13 reservations??? Ballot Stuffing??? Shameful...Couldn't possibly be a
harmless computer glitch!
I can see the headlines in Cimarron now. "Democrats investigating
Republication involvement in Phil-Gate!"
Hopefully the software developer of the Reservation application doesn't work
on electronic voting programs
as well! We might get a Scouter in the White House (trustworthy, etc, etc...
)

Without the (true) facts, it's difficult to ascertain what happened here,
but some obvious possibilities are: A) Bad data entry; or B) A computer
glitch. I suppose it's also possible that one Council level individual (in
a large Council) placed reservations for every Unit in their Council,
listing him or herself as the POC, with the intent of trading off people to
the one Unit that won (that is, one reservation for 60 people), and
succeeded beyond his or her wildest dreams. This sort of thing certainly
happens with groups of cooperating, neighboring Units (one of the downsides
to the now trivially easy reservation process), and this may be an example
of carrying it to its utmost extreme. Of course, a $39,000 deposit sort of
changes that dream into a nightmare, as does trying to explain your behavior
to some (doubtless) rather unsympathetic folks.

If anyone learns what really happened here, I'm sure we're all ears.
