[philmont] "refluff" sleeping bag

One of my Scouters emailed me to ask if I knew how to "refluff" a sleeping.
These are not expensive bags, but are still used by the troop. He had heard
that they could be returned to Coleman for this process. Not true. He
mentioned that if I did not know, would I ask "the list." Here it is.
