In 2005, we had sent in deposits and regular payments for 7 in our crew.
We trekked with 11. The balance was paid at checkin. Philmont had no problem with it.
We did call ahead and tell them we had 11. Philmont will repeatedly tell you to make the payments for everyone who is going, but so far I've not heard of anyone being denied being added to a less than full crew.
It should be noted that, as of 2005, CHQ could not take a credit card - needing a check or cash only. It seemed odd to me since Tooth of Time Traders can take credit cards.
