[philmont] Number of Crews

Always make deposits for one or two less than you expect. You can
always add people, up to the max of 12, as late as the day you arrive.
If you pay a deposit for someone who drops out at the last minute, you
loose the money. You can swap people as Philmont does not know names
until you check in. Also, while Philmont says that they do not refund
money, that can vary. We had a youth develop mono the week before we
left, one year, and we were able to get a refund for this medical
emergency. Not saying its always possible, your mileage may vary
