Actually the credit card companies do not allow the merchant to add to the
price (surcharge) because the buyer is using a credit card. That's the deal
you strike with them when you sign up.
There are a lot of costs associated with accepting credit cards. The main
reason a business accepts them is to be competitive and as a convenience.
And who does Philmont have to compete with? <VBG>
