Troop 76, who graciously allowed me to accompany them last summer, had a similar
situation. One crew of younger boys, one of older with one who just met the
age requirement. It was not a issue, just another of the myriad of factors
that go into crew dynamics. Your shakedowns should provide the opportunity
to work out thinks like who are tentmates, etc.
 
Another consideration is trek selection - given the range of abilities, the
two crews probably should be looking at different challenge ratings - Typcial/Rugged
and Strenuous/Super Strenuous. The question is then if you try to arrange a
backcountry rendezvous - our two crews last summer started in completely opposite
directions (Treks 5 and 21) but had a common layover at Cito days 9 and 10,
which was a nice opportunity to sway stories.
 
It is my understanding that if the two crews want to do the same itinerary (which
I would not suggest in your case), they send in their selection cards together
with the same 5 choices, but that otherwise you are subject to the randomness
of the process - probably will get your first or second choice if you respond
quickly - and your chance for such a backcountry rendezous would not be a scheduling
criteria by Philmont.
