I think it depends a lot on the overall conditions and locality.
Mosquitos weren't really much of a problem anywhere in 1999 (a wet year
by all accounts) especially if you used insect repellent (apply before 4
pm and one bottle/tube should be enough for the whole crew).
Flies were quite a bit of an annoyance at several locations - Cathedral
Rock and Phillips Junction in particular. But these were the buzz
around type not the biting kind - no jokes about whiffle/circle flies
either.
Phillips Junction was probably due to 1) the water available [river,
showers, water tap, rain] 2) the fact that many crews eat a meal while
restocking at the commissary and most probably 3) a considerable number
of Philmont's cattle herd. I can't speculate on why they were so
numerous at Cathedral Rock however. There were other locales also that
had "bug problems" - usually flies - but I can't think of specifics.
They usually disappeared when the sun did and rain (we had it on nine of
the eleven days) usually limited their activity.
