Basecamp can provide replacement items such as tents, backpacks, stoves,
tarps, bear-bags, etc., at need. However, the process isn't exactly
fast. The request has to be called in from a staff camp, then approved
at Basecamp, then someone has to be going to your next staff camp to
drop it off. So at best you're talking a full day, and at worst as much
as 4 days. [It is very unlikely that someone will personally schlep an
non-critical item to you at a trail camp, though (if you have one) maybe
your contingent leader "babysitting" at Basecamp might be willing if
he/she can hitch a ride with a sympathetic Chaplain or commissary truck
to a reasonable drop-off/pickup point.] I would guess the only time the
Ranch would move with far more speed is if a bear tore your entire
packline to shreds - and I haven't heard of such an incident since the
70's. Remember, you are expected to be pretty much self-sufficient
here, and should bring adequate materials in your Possibles Kit to fix
minor problems like cracked pack frames, popped shoulder straps, broken
belt clips, tears in tents and tarps, and - yes - balky stoves. Repair
kits can be purchased for most stoves (that is, at your home, not at
Philmont).
 
It is unlikely to find any major piece of gear for sale or rent at any
of the backcountry commissaries, but I suppose you might luck into a
needed item. I have never seen a credit card accepted at a commissary,
but then again I've never seen anyone attempt to use one, either.

As Bruce noted in his post, you can make do with one stove, or you can
try to stagger your meal times with your sister crew(s) and borrow their
stoves before or after they need them. And of course, unless drought
restrictions are in place, you can always go back and do what Scouts did
for 40 years at Philmont - cook on fires (it ain't that hard).
 
All in all, however, the best advice is to make sure your stoves are in
good working order when you ship them to Philmont. If you're really
concerned for reasons not specified in your post, buy new stoves, or
bring a third stove.
