This is not at all recommended. I am sure people have tried this and gotten away with it, but this is hardly worth the risk. I cannot imagine with today's security issues that this would not invite opening every single pack where a scan shows a stove, if for no other reason, to make sure they are "void of fuel".
This debate will go back and forth until you leave. The reality is that you have two choices. Ship them separately, either through US mail or UPS, etc or buy new ones out there. If you don't carefully empty and dry out your stoves and fuel bottles, you may still end up doing both.
We shipped ours via UPS and had no problems, except that you cannot seal the box before they ship them back. The Philmont post office is REQUIRED to verify that the stoves they send out are "void of fuel".
