RE: [Philmont]: Crew slot available for 2003Seems to me that Philmont is not living up to the scout law if they collect full fees from one unit and require them to forfeit those fees and fully collect from another. I know there are some administrative costs involved, but that is just not right.

We are soliciting local units for boys (or girls) to go to Philmont, but we are also exploring other options. We've already decided that if these slots are not filled by March, we will drop them (but we would hate to lose the money that we've already invested).

  I agree with notifying Philmont on the vacant crew. But, based on
  the payment deadlines for 2003 these crew slots have already been
  paid for in full by this unit. Full payment was required by October
  2002. Unless I am mistaken Philmont does not refund these funds.
  If this is the case then it would appear that this unit should be
  trying to recover these funds by trying to get another unit to take
  their crew reservation. I know that there are many units who go on
  the waiting list each year, but unless Philmont refunds a cancelled
  crew then we should expect a crew to attempt to recover their
  Philmont fee.
  Of course the other issue did the crew overbook crew slots?
