This sheds a bit of light on things. It would appear this contingent has
four crew slots, though the reference to "44 slots" is rather confusing, I
can't imagine any council being able to obtain 44 crew slots. With 34
persons, that can be divided up into four crews of 8 or 9, which is an ideal
crew size. Since Philmont doesn't require payment of more than 7 persons
per crew slot ahead of time (all their bookings are by crew, not by
individual, you can pay the balance when you show up), there should be no
lost investment here.

Therefore, unless they're short on advisors (a definite possibility), or
they have more than four crews, or they've been paying Philmont for more
than 7 per crew, this issue should not be occurring.

In any case, I thought Philmont did not honor "sold crew slots", and this
whole effort would be wasted anyway? I would agree, that even if they did
honor it, it really isn't very fair to those on the waiting list.

Philmont really should allow those with reservations to contact the waiting
list themselves to try to transfer a slot...
