Check out the National OA webpage. I had a discussion with the National
Director, OA and they are allowing all scouts, 18-25 to attend. That
includes female Venturers who cannot be members of the Order of the Arrow.

The National Order of the Arrow and Philmont Scout Ranch are offering an
opportunity for Scouters and Venturers, from 18-25 to spend 7 days at the
ranch working in the fire damaged areas of the backcountry over the college
Spring Break period. The work will be strenuous and participants will be
expected to work 8 to 9 hours a day in all types of conditions. Three
separate weeks will be offered; March 2-8, March 9-15 and March 16-22. Cost
to the participant will be $50 (not including travel to and from the ranch).
Applications are available at www.oa-bsa.org/programs/philbreak.
Applications must be approved by the National Capital Area Council and must
arrive at National BSA no later than February 10, 2003.
