You have been the victim of a hoax.
jdbgmgr is a Windows Java debugger.
Although it could have been infected by a virus, this is relatively unlikely.
One description of the hoax can be found on Symantec's Web site at

Even so, you certainly should install and keep updated a modern
anti-virus produt.
