You bet! These forms can be used for non-Philmont BSA activities as well.

In our troop we assigned one adult (me) responsibility to gather and
check all medical forms before we departed for Philmont. We required
that they be turned in to me a couple of weeks before we departed. This
gave me time to review them and send those that were not properly
completed back to the participant for revisions. It was a worthwhile
effort since several of them had enough errors or omissions on them to
cause grief at the health station. By the time we hit the road we had
all the forms in hand and they were properly completed.

 I hand carried the batch of medical forms to Philmont. No lost forms.
 No last minute "I'm looking for it" panic attacks.
