We as adults need to be proactive sometimes and either watch for Scouts
completing a MB or more actively promote it.
When I was SM, I woould instruct the SPL to announce before campouts
that whoever bought food and set up the duty roster, could complete a lot
of reqt's for 2nd and 1st Class, as well as Cooking MB. Since I also was a
MB counselor for cooking, I could sign on off on whatever they needed and
the PL/SPL or myself would sign off on the rank requirements.
Promoting this or any other MB always helps. Cooking MB is great in
that they earn a MB PLUS they get to eat. Good combo, as long as everything
turns out OK.
When we're attending Winter Camp (five day campout), I would
automatically sign up all the boys who hadn't earned Cooking MB for it and
sign them off as they bought food. One Scout would usually by a day's worth
of food and complete a bunch of the req's in the process.
Worked well for us.
Cooking doesn't need to be part of WB, either, IMHO. You attend to learn
how to lead. Outdoor Skills training is for cooking, etc. As SM, I didn't
cook on campouts, anyway. Part of delegating. I would rather mingle with
the SPL and follow him around from Patrol to Patrol to see how they're
doing cooking, anyway.
Morse Code and Semaphore SHOULD go the way of the chariot. Hated it back in
the 70's and see no use for either then or now.
Cooking on the other hand...

With the Cooking merit badge not on the Eagle-required list, it's little
wonder that cooking has gone the way of Morse Code and semaphore. We don't
even teach or require it at Wood Badge anymore in order to instruct or
encourage the adults who are being trained to lead the Scouts. Setting the
example, I believe that's what we used to call it. That's what we try to do
on campouts and in meetings.
