If the youth members of both crews are approximately the same age and
have gone through similar pre-trek preparations, I don't see anything
wrong with choosing the same itinerary (sister crew) IF that is what the
youth members want to do.
Now, if the crews vary in age and experience, I'm against having sister
crews. For example, if one crew is made up of younger youth members
(high school freshmen) and the other crew is older members (high school
juniors), I would encourage them to refrain from requesting the same
itineraries. But, if they wanted to be on the same itinerary, I would
support that.
Even if crews from the same troop have different itineraries, there are
possibilities to meet and enjoy fellowship along the way as the Philmont
TREKS booklet will have a list of "rendezvous" camps at which crews may
be able to meet during their ten days in the back country. Check this
out when you receive the booklet and let the YOUTH MEMBERS make the
final decision as to whether or not they want to operate as sister
crews.
