You will find folks probably evenly divided about burros. If you have a younger crew, they may enjoy the unique experience of caring for them. I usually take older crews (16-17) and they can hike faster than the burros. They felt they got slowed down. Also, if you have burros, you won't be able to go over Wilson Mesa on your way to Pueblano. It is one of Philmont's special places and the view of Baldy from there is not to be missed.
Now the treks. I haven't done any of the four treks you cited, but I have hiked most of the trails involved. So here goes.
Trek 3 - It gives you Baldy and Hart Peak, but you are bussed into camp.
Trek 21 - It gives you Baldy, the Tooth, and you walk in. You also have two layover days which is unheard of in a rugged trek. Don't miss Hidden Valley and Window Rock!
Trek 24 - This is a pretty rough trek. The hike from Pueblano Ruins to Copper Park thru French Henry is tough. Also, you will probably be going up the back side of Baldy. Only do this hike if you have a very strong crew.
Trek 26 - You miss Baldy, but get to stay overnight on Commanche Peak, an awesome spot for sunrise. Likewise for Sawmill. You can also side hike Hidden Valley on your way to Hunting Lodge and walk in over the Tooth.
You notice that I don't really talk about the various program activities. It is my belief that the trails and mountains of Philmont provide a program that is tough to beat. Whatever program is offered by staffed camps is just iceing on the cake. There are NO bad treks!!!!
