Given the results you've obtained, perhaps the youth
are attempting to make a point -
a troop t-shirt and a crew t-shirt may each be
viewed as an adult priority and not a youth
priority in their eyes. If so, they may simply
be choosing to give you designs which they know
you will not approve.
Just a thought to consider.
