I don't know of an archive, but you can find a web access to the most
recent 20-30 postings at usscouts.org (if I remember correctly).
The reason a usenet news group wouldn't work as well is that
(unmoderated) groups fill up with trash and spam. Sometimes it works
a little better than that (see alt.hobbies.boyscouts), but this list
server stays on topic much more that a newsgroup.
