If you want to request the creation of rec.scouting.philmont, feel free.
There is documentation on news.announce.newgroups, news.announce.newusers,
news.admin.hierarchies, and news.answers about how to create a new newsgroup.
Most like it would be rec.scouting.usa.philmont. However, doing a search of
rec.scouting.* only turns up 210 articles with "philmont" in them during the
last year, it's likely that a new newsgroup would be denied because it's
topic isn't cluttering other groups, and as such those groups would be
considered the "proper" usenet forum for such topics.

If you would like to archive the newsgroup, there are several free packages
out there that will allow you to archive mailing lists into searchable
databases. freshmeat.net is a good place to start looking for such things.
