To enhance what John said:
The wording for requirement 6:
"Know the International Morse code, including necessary porcedure
signals. Using this code, send and receive, by any suitable meanc a
message of twenty words (one hundred letters) over a distance of at
least 100 yards." (from the 1963 printing).
Also, there was a Signaling MB that required a level of proficiency in
both Semaphore and CW.
At camporees in my scout days the Semaphore patrols always had a
significant advantage over Morse.
BTW, there are video tapes for sale that teach Semaphore. Here's an
