Hi Bill,
I'd say that's a good rule of thumb. 4500 cubic inches
would be the BARE MINIMUM we recommend to our scouts if
it's an internal frame pack. With externals, we've had
people go with 3000 cubic inch packs, but they attached
sleeping bags, pads, tents, etc. to the the frame of the
pack rather than placing them inside. My first trip I used
a 3500 ci external frame pack and had plenty of room for
everything... including my qrp amatuer radio gear, WHICH
USES MORSE CODE! (But of course, being a ham yourself, you
knew that already! ;-)
As for the smaller crew members, play that by ear. We've
found that to not really be an issue. In most cases, they
ended up carying more weight than some of the larger crew
members (i.e. some of the out-of-shape adults!)
