I haven't used a Philmont tent since 1981, so can't help with condition.
We used Philmont tents in 2003. You must inspect the tents, fly, and poles
thoroughly before you leave the Philmont quartermaster. That means, unfold the
tent, hang it up, and look at the inside/outside/seams. If there's something
wrong with the tent, fly or poles they offer you, get another and check it
out carefully.
Tents are checked in and inspected the same way, so you are expected to take
good care of them while they are in your possession on the trail.
We had no complaints.
