The Philmont bear bags are not waterproof either. Anything up in them that needs to stay dry needs to be in ziplock bags or other weatherproof containers.

I suggest looking in the camping department of your local Wal-Mart (no, I don't own stock, just wish I did...) for packages of 2 1/2 gallon size, with a carry handle. I used one last year, was able to put all my personal smellables in it, and was able to quickly pick it out of the pile of stuff in the morning when all the bags were emptied for redistribution into the packs. More than one because others in the crew took the suggestion? Easily labeled with a permanent marker (almost wrote "Sharpie", but then I'd need another stock disclosure disclaimer....)
