We traveled from Chicago to Raton last summer on Amtrak. I called
Amtrak customer service and specifically asked the same questions about
knives and fuel bottles. The woman there told me that as long as the
boys were not flashing their knives around on the train they could
carry them on board. Those were her exact words. I called back a
second time about another matter a few weeks later and asked the
question again and got the same response. As long as the boys kept
them in their pockets it was OK to carry the knives on board. So we
did without any problems. Empty fuel bottles went in our packs and
were checked in as baggage.
You may want to call on your own. Amtrak was extremely helpful and
once on board it seemed like we got a little extra considerations
because we were Scouts in full uniform. It was a great experience for
everyone.
