As I understand it, he could be either. Since they require having a majority
of youth in the crew, it'd probably be best to put him down as a youth.
However, if the situation arose and you had adults dropping like flies on the
trail, he could fill in as adult #2. For clarification call Philmont
registration at 505-376-2281. If they tell you something different, please let
us know.
