I'm going back out to Philmont with a coed Venture Crew this summer and
discussed the YP issue with my local council as well as Philmont to get as
much info as possible on this issue for 2 reasons: 1) to be in compliance
with BSA policy and
2) attempt to efficiently arrange the two crews to minimize the number of
extra tents.

I found that if you go as a Venture Crew - Venture Crew YP applies. If you
go as a troop, standard BSA YP applies. What this would mean for your
adventure is that the 18 year old would be considered an adult for YP
training and tenting arrangements. Even if he was a Venture Crew member,
the BSA YP would apply. Sounds like the 18 year old will be tenting with
his dad... but would still be a youth trekker.

Call your council and Philmont - you might get a different answer - if you
do, get it in writing. You will need to be clear on this issue so that the
18 year old will have the necessary YP training and not be surprised when
you go through the Philmont Admin process...

As far as Philmont is concerned, an 18-20 year old can be listed on the
roster as either a youth member of the crew or as an adult member of the
crew.

In the specific situation you've described above where the crew has 8
members and 3 others are adults age 21 or over, you have no choice but to
list him as a youth member in order to maintain a crew which is majority
youth members. That would give the crew 5 youth members and 3 adult
members, a distribution which meets the Philmont guidelines.

I'm not going to get into the YP issues as there are varying opinions on
this. My advice is for the lead advisor to consult your Ranger to see
what Philmont wants you to do as far as YP (tenting, showers, etc.). Of
course, the young man could always register with a Venturing Crew too and
go to Philmont as a youth member as far as YP issues are concerned.
