He can attend as either, as said before. Utilize him where he will best
help the crew(s).
Either way, make sure that he "acts" like an advisor - YPT, adult showers,
etc., just in case Philmont says anything. We have 4 crews for 2005, with
at least 6 18+ going as "Scouts" but we are having them all YPT certified,
and they will act as adult advisors.
