This is how it would happen in an ideal world. Reality bites:

1) Most borderline Crews wait til the Eagle screams. Very few want to
give up a slot, even if their dreams were a lot bigger than the actual
number of interested Scouts; instead, they will try to recruit
additional people (and as you have seen, some do so through this forum).
  So they hold as long as they can; some, in fact, wait too long to
determine reality, make their non-refundable deposits, and so we see
treks for sale on ebay, etc. No one likes admitting a mistake, or wants
to give up a slot that was so difficult to get in the first place.

2) Similarly, Philmont is loathe to cut a Crew until it's clearly and
utterly hopeless. Cutting a Crew for non-payment is really a drastic
and traumatic thing. So they will allow a Crew with a confirmed
reservation a lot of leeway, in the hope that they (the Crew) can make
it work somehow. Sometimes it even works out that way. Most of the
time, not. This is not the way I would run things, but that's doubtless
why I'm here and not there....
