The standard Philmont "death penalty" is a five year ban on a Unit. If
a Council's negligent training is felt to have contributed to a Council
sponsored Crew's infraction, or if the Council cops an aggressive
attitude about a disciplinary action, the Council can indeed get the
same penalty. This encourages rigorous training and monitoring, and
keeps all but the most stupid people in line, no matter what. Would you
like your Unit to be the cause of your Council being unable to go to
Philmont for five years??? You'd be REAL popular, huh?
And you know, even if it's all baloney, it's a pretty good myth to have
floating around.
I have heard also that a few adults and Scouts have managed to get
themselves a lifetime ban. I have no doubt that that's true. I can
even think of a few candidates I've had the misfortune to meet over the
years.
