[Philmont]: Advisor Age

I should know this, but my memory ain't what it once was. What is the
cutoff between youth and adult for Philmont. I know it is 18 years old,
but is it 18 as of Jan 1 of they year they go, or is it 18 on the day they
show up to Philmont? Thanks. YIS. Mike ('76, '02, '04 and '07)
