I suspect that whichever Philmont Guidebook you are referring to is in
error. Burro-Racing has been at Harlan for probably over 20 years, and
I have heard nothing about it being discontinued there (not that they
consult with me in advance, you understand....)
Harlan is an easy enough walk from Vaca. And being that you'll have
your Ranger with you, I doubt if the Camp Director (at Harlan) would
object to an after dark return. However, your Ranger might object to
having his/her first trail day constricted with a rather lengthy
program. It would probably help if you caught an earlier as opposed to
later bus, so he/she has plenty of time to do his/her first day thing.
FWIW, almost every time I have been Burro-Racing at Harlan, we have had
some Crews there from Vaca. Though not this past summer, for whatever
reason.
