I've been on treks that stopped at Harlen later in the trek and did burro racing and I have started treks at Vaca, passing through Harlen to our next camp without the burro racing. Here's a thought. Since Vaca is only a couple miles from Harlen, crews out of Vaca won't be scheduled to spend a day and night at Harlen there is no reason to expect to be able to do the burro racing at 7pm. This makes sense to me and agrees with our experience. We did get to do the reloading and skeet shooting programs though.
