The 18-21 year olds are very much a "special group" when it comes to Philmont.
In a past trek, we fully complied with all of the the over 21 adult leaders issues, but Philmont has required us to have separate tenting/sleeping arrangements for the 18-21 "youth."
Even though they consider them youth for philmont trek purposes, philmont treated them as neither adult or youth for sleeping/tenting purposes.
We had a 19 year old who they would not allow to sleep with an under 18 year old, or an over 21 person. We had to carry an extra tent for the 19 year old who did not have a father or brother in the crew. Since we were using philmont 2-man tents we did not have the option of putting 3 people in a tent.
I won't even get into the father-son, sibling, over/under 18, issue(s) here. My head still hurts trying to explain/understand the intricacies of that one, plus, there have been several humorous commentaries posted here on that issue.
Again, it does not hurt to check with philmont if you are unsure how they will react to your 18-21 years olds.
It has been said before, your mileage may differ, but this was our experience.

The above is usually phrased differently, but the end result is the same.
1.) A crew must have at least 2 Advisors, 1 of which must be over 21.
2.) A crew cannot have more than 4 Advisors over 21.
3.) All members of a crew must be registered members of the BSA.
As noted, crew members between the ages of 18 and 21 can either be youth members of the crew or Advisors, and their youth / adult status in the Philmont crew can be independent of their youth / adult status in their unit.
That either / or status, not to mention crew members who have 18th or 21st birthdays while on the trail, can lead to some issues with Youth Protection regarding both tenting and showering - another perennial thread on the List.
Also, Philmont's rules do not supersede the unit's program's rules - for instance, a Philmont crew made up of Venturers MUST have 2 adults over 21, even though Philmont requires only 1.
