I don't know... does everyone who fails to get a slot automatically get put
on the wait list? My assumption was that some people didn't want to be
bothered, especially at an unrealistic position, or that Philmont cut it off
at some point. At least that's was my impression about the phone-in system.

Perhaps a bigger factor: starting with 2004 treks, crews that dropped were
eligible for a refund provided a replacement crew was obtained from the wait
list. This has been mentioned a few times on the list, but I think a lot of
people are not aware of this change from the prior "drop out and forfeit the
money" policy. The details on this are in the Council and Unit Planning
Guide under "Fee Payment Policy".

Probably a number of factors are at play here. Give that you can get a
refund, you may be reluctant to cancel early, but finally forced to cancel
at much later date. Later cancellation dates, coupled with Don's point
about finding other alternative HA activities, probably leave many on the
wait list committed to other activities and unable to accept an opening.
Thus deeper into the wait list Philmont must go to find a crew. The depth
may not be attributed so much to the number of crews dropping, but number of
crews on the wait list declining an offer.
