[Philmont]: Adding Cavalcade members later

Does anyone know if you can add a crew member at anytime up to your
maximum size like you can for backpacking treks? We have a leader who
wants to go badly but weighs 215 pounds. Problem is he's tall and in
fairly good shape already and losing 15 pounds will be a challenge
because of his height and thin build. So I'd like to know if we are
under our 15 max crew size and he's able to drop below 200 lbs., can we
add him to our crew. I know you can do so for backpacking treks even on
the day of your arrival, but I'm concerned that the rules may be
different for Cavalcade as the added logistics of horses may require a
different set of rules.
