My reply would be this: Why would you allow one of your crew to come to
Philmont in old or worn boots that would be prone to fail? The idea of
Philmont is BACKPACKING. Backpacking long distances over consecutive days
is murder on even good footwear.

Again a very good discussion. But I still think the most compelling
discussion here is that mechanical devices fail.
The best boots in the world are going to fail some very small percentage of
the time. Do you want to be in that percentage?
While on the topic of boots, my last trip with Sir. Calvin Gray nearly had
me hiking in sandals. I like to travel in my comfortable shoes and the
airline was not certain that I really needed my Boots, backpack, and
Blankie. They even offered to ship them back home and have my wife pick
them up at the Sacramento Airport. We really were not communicating very
well.
That was the last time my Boots or Blankie will be checked in as luggage.
Not sure I have a solution for the pack.
FYI: Southwest Airlines did find the bags, Reroute them From Denver to ABQ
and drove them to Philmont for me. They also credited me $125 for the
trouble. Had I not planned on getting to camp a day early this would not
have been a good story but things did end up OK.
