Did the same thing for my sons, got Precip jackets that were close out
or off season sales and then cheaper rain pants. In all of our camping
through the years (including Philmont) I have only seen them with the
pants on one time.
I have a gortex jacket, but wanted something lighter for backpacking and
bought a Precip Plus for myself before my last trek in 2005. I have
been extremely happy with the performance.

I don't know from Frogg Toggs, except that our Scoutmaster likes his.
Both of my sons now have Marmot Precip jackets I found at off-season
sales at REI's outlet store online (www.reioutlet.com), for, IIRC, $60
each. We added the lightweight, waterproof nylon pants from Campmor for
a full set. The Precips are great jackets -- and the pants didn't get
worn too much at Philmont , even though we were there last year during
the monsoon season. The boys said the rain usually came in after they
finished hiking for the day, and if they did get wet on the legs it
didn't take long to dry. I think they only wore the rain pants one day
-- but the jackets frequently.
