There is no indication of that in the 2007 Council & Unit Planning Guide.

"Philmont asks that food substitutions be only for medical (including
allergies) or religious reasons. Your cooperation is appreciated. If
there is any question about foods substitutions or to obtain a copy of the
Philmont menu and ingredients list, please contact Philmont by phone
(505-376-2281) or email (camping@philmontscoutranch.org)."
