two to a tent can be treated as only a strong recommendation.
We've used singles, and we've used threes. I've heard of four.
Just no bivys.

We have been in some campsites where a four man tent would probably have had
some difficulty getting set up, or give up part of the bearmuda triangle to
fit it, which would not be appropriate.

Sometimes rangers, particularly early in the season, get a bit confused by
the difference between rules and recommendations and may try to insist on
what is actually a recommendation, such as two to a tent.
