I always check directly with the carrier before a trip and get a name and
title if they say it is OK to transport clean, empty, unstoppered fuel
bottles and stoves.
I haven't flown or traveled by train/bus since 9/11, but before that I have
always been able to get permission to do this. Just don't show up and
assume it will be OK.
