One suggestion to update your instructions:
 
    a. Cooks must wash their hands before handling any food. Philmont now
provides anti-bacterial hand sanitizer for the cooks. Remember, cooks must
also wear closed toe shoes.
 
Closed toe shoes are not sufficient. Cooks and anyone else should wear
their boots while near a pot of boiling water.
