As the others have said, contracts come out at differing times depending on
the position applied for and the returning-staff status. I have gotten mine
as late as the end of March.
 
To my experience, almost all first time applicants request to be Rangers, if
this is the case, then part of the hold up is that the 2002 Ranger
leadership that got their contract back in Nov and Dec are involved in the
selection process for their Staff. Which means that someone else has to get
hired before she can hire your son.

I response to the concerns about promising internships.  Is he crazy?  Work 
somewhere else instead of Philmont every summer for the rest of your life?!

-I worked at Philmont for ten summers and one fall
-It took me 7 years to get through college because of this
-Easily 80% of the people that I spend time with now (5 years later) I met 
at Philmont
-I know at least 15 people that met their spouses while working there
-I met my wife there

I am not sure what kind of internship he passed over.  I know that many of 
those can be significant in the building of a future career and getting into 
or looking good while in college.  Thats a tough descision to make.  I wish 
him the best.
 
Definately do call Betty or Dick at the number Brian Gannon supplied.  If he 
is looking for a Backcountry position I might even suggest he be so bold to 
call Doug Palmer to let him know how interested he is in working at a 
specific camp and why.
 
Lastly, if he does not end up with his first choice of position at the 
Ranch.  I encourage him to consider that being on Philmont's Staff is the 
most important thing.  I spent two years in Food Service and consider those 
times some of the best in my life.
