I suspected there would be confusion on that one - here are more details.

as progress payments were being made to Philmont, we had scouts dropping out
of the trek, in attempt to salvage $, when it came time to send in the last
progress payment, I held off paying the full balance for all that were
attending (19) and paid for 18. When we arrived at Philmont, I attempted to
get the staff to consider the deposit for the 20th trekker who had dropped
out and apply that $ toward the balance due on trekker 19 - They wouldn't
budge.

This part I do not understand. I do not remember then asking for the names
of the crew members and have already sent the first three payments for 2003.
  So if one scouts drops out and we add another, we have to pay an
additional $444?
