Actually it hasn't happened yet. I'm asking the question in case we need
to do it.
We had one shakedown hike in November and the "questionable" boy had to
be taken off the trail on day 3 of 5 due to blisters - he didn't have
appropriate footwear, despite a prior conversation with him and his
mother. Our December trip was changed to a day hike due to snow. This
month we are doing teambuilding and don't know if we'll get out next
month because of the weather. With money due to Philmont by March 1 and
airline reservations to be made in the next month or two, they may need
to lay out significant funds before our next multi-day strenuous hike.
We're trying to predict his behavior, but that is difficult. How early
in the process do you make that decision? Our advisor and all the adults
are and have been concerned since this kid signed up. He is one of these
kids for whom Philmont could be a life changing (for the better)
experience and we don't want to pass up that opportunity.
We also have crew members - boys and adults - who are probably capable
of making the trip, but have not been available for our outings. They've
been paying their money, but we won't know till March or April if they
can handle things - after the money is committed.

If that is the only recourse, why did it not get discovered until "full,
non refundable payment" was made? It seems a little late to be making
this discovery. Perhaps someone (read lead aqdvisor) did not do their
homework. However, it won't be the first or the last time this isn't
done.
Oftentimes the logistics of the trip get a person so wound up that they
can't see the forest for the trees.
