Whatever product you use to treat your flies, tents, rain gear, or other clothing, be sure you DON'T use it right before coming to Philmont. NikWax, SeamGrip, and other products have distinct odors that last for a while. Bears search-out 'distinct odors' thinking they might be food.
If you treat anything, do it now and use the gear for a few shakedown hikes. The treatment will still be OK for Philmont, but it won't unduly invite nocturnal ursine companionship.
