As one who lives in Santa Barbara and who has both flown and driven to
Philmont, I strongly recommend the driving. As long as your work schedule
will permit it -- drive. From SB to Philmont, it was 1105 miles. Should be
about 100 miles shorter for you. We did it in three days going out and two
days coming back. It was definitely cheaper. If you fly you fly into
Albuquerque and then need to drive the 225 miles. That means a rental car.
Yes, there is a bus, but... Remember that in most of Arizona and New
Mexico, the speed limit is 70 or 75, and there are some great site-seeing
opportunitites on the way.

I strongly recommend you take the family or at least your Webelos son and
enroll him in the program there. He will want to go back again.

As for changing courses, do it early. Talk to your Council or District Exec
and see if they can find out more about the course and, if then necessary
arrange to change your enrollment. It is still early in the year. The
longer you wait, the likelihood of being able to change classes may be
reduced.
