I've found similar problems with the threat conditions, but there
are ways to limit your risk.
If you provide a roster of participants early with verifiable info
like place of birth and possibly SSN's, you may still have access.
No promises, but it's worth the extra effort for the possibility of
a saved stop.
Also, if you have a specific Military sponsor, you may still get
access. You do not need to know them before you contact the base,
but by working an email and phone relationship, you may overcome
generic access restrictions.
