I also do not have any first hand knowledge but would like to offer up these
few ideas.
Try a web search of bases at the following sites www.af.mil www.usmc.mil
www.navy.mil etc. Go to the bases links and as mentioned before try to
contact the public affairs office at bases mentioned along your route. They
will probably put you in contact with a Scouting/Youth group coordinator on
their installation. Also as mentioned earlier, make contact with that
person and stay in touch right up until you leave for Philmont.
