[Philmont]: Crew question

We are working on our contingent for 2005. The rules state that crews must
be a majority youth with no more than 4 adults. Given a minimum of 7 and a
maximum of 12 per crew, my question only applies to 1 possible
configuration. Majority, to me, means at least 1 more youth than adult,
which means a crew of 8 cannot be 4 youth and 4 adults. But, to others, it
means never more adults than youth, which would allow 4 & 4. We didn't have
that issue when I went last in 2001, and I wasn't observant enough to notice
if I saw 4/4 crews.

Can 4 adults be in a crew with 4 youth?
